Minority Report demo project in Patras
Patras has been chosen as one of our three pilot sites, alongside Dublin and Wellington, to demonstrate how people-centric predictive digital technologies can protect communities and buildings from the growing impacts of climate change.
Patras is the metropolitan centre of the Western Greece and the third largest city in Greece with circa 214.000 inhabitants, located on the Gulf of Patras and characterized as the Greece’s Gate to the West. A major seatrade hub with a thriving service sector and a vivid ecosystem of high-tech start-ups, the city hosts also three public universities and three research institutions. The city has long been exposed to environmental challenges such as floods, storms, wildfires, heatwaves, and earthquakes.
The Minority Report's partners Region of Western Greece and the University of Patras are leading this demo site, engaging local citizens, stakeholders, and experts in shaping solutions that safeguard both heritage and modern infrastructures.
What are we doing here?
The Minority Report project will deploy an integrated suite of digital tools and methodologies, tailored to the unique risks of Patras. Our work will include:
Identifying vulnerabilities in the local building stock and infrastructure through advanced data gathering, Building Information Modelling (BIM), and Digital Twins.
Testing resilience strategies against flash floods, heatwaves, seismic risks, and wildfires through AI-assisted simulations, predictive weather and physics modules, and nature-based solutions.
Engaging citizens through co-creation workshops, participatory mapping, and interactive dashboards, ensuring that solutions reflect the lived experience of Patras’ communities.
Building renovation roadmaps, combining energy-efficient retrofits, adaptive materials, and circular economy principles, aiming for up to 70% energy savings and 30% carbon footprint reductions.
Why Patras?
Patras represents a Mediterranean climate area highly exposed to disruptive environmental events. Its dense urban fabric, cultural heritage, and vulnerable populations require urgent strategies to adapt and thrive in a changing climate. By implementing the Minority Report framework here, we are not only addressing local needs but also creating scalable solutions for other European and international cities facing similar challenges.
What comes next?
Our team of partners gathers regularly in Patras to monitor progress, test technologies, and engage with local authorities and citizens. These meetings are not only working sessions but also moments to strengthen community ties and ensure shared ownership of solutions. Through the Minority Report project, Patras will become a living laboratory for disaster resilience and climate adaptation. The lessons we learn here will inform future policies and practices, helping to build safer, smarter, and more sustainable cities across Europe and beyond.
